Manta Rays are secondary consumers which means there are animals that eat manta rays and manta rays eat other small animals.

​Manta rays eat Plankton ,shrimp and fisheggs. Manta rays are carnivores. 

Manta rays hunt mainly with their tails,Manta rays(a type of manta fish) have very strong ,barbed tail that they use to hunt.

Over all, the main reason why it is difficult ford devil fish, to find food is it's living environment and dietary characteristics, another reason is 

manta rays have difficulty finding food include changes in the Marine environment, Marine pollution, human activities, and decreasing food resources. ‌
